Abstract
This research aims to determine the strengths and weaknesses of DIKTI grants, namely the DiktiEdu tablets, Internet satellite, and SPADA DIKTI, the learning material provided by DIKTI. This will be done using the Importance-Performance Analysis (IPA) and the Customer Satisfaction Index (CSI) methods to calculate the relative importance and performance of factors within each grant. Through this
research, the researchers can pinpoint specific factors that need improvement and provide solutions on how to improve them and factors that are over-performing to minimize costs or reallocate funds to places that require improvement. The
research uses quantitative and qualitative data in questionnaires distributed to eight universities in underdeveloped areas. After collecting the data, the data is
converted into a four-point Likert scale data type for the data to be applicable in coding. And then, do an IPA-CSI analysis and look at the critical variables from that analysis. The critical variables are broken down to identify which facilities
must be improved. After that, use Singular Value Decomposition (SVD) and biplot analysis to see the correlation between each performance variable and the
connection with every university in the survey to identify which university needs improvement.
