Abstract
Referring to health profile of North Maluku Province in 2018, from all families examined for drinking water sources, it is known that only 12.26% of the population got access to drinking water. This is due to clean water facilities and infrastructure in North Maluku Province has not yet developed to touch rural communities, besides that the level of clean water services still covers urban areas and parts of sub-district and rural capital cities on a small scale. In general, rural communities get water from traditional facilities, such as wells, springs, rivers and so on. Low access to clean water due to groundwater sources around the settlement that are not suitable for use. The community consumes drinking water from clean water that is cooked from the government clean water installation network, bottled drinking water and refill drinking water. PT Wijaya Karya (WIKA) is currently running a project to build a nickel ore processing plant in Buli sub-district, East Halmahera district. As state owned company, WIKA are striving to be a good partner in building collaborative, productive, beneficial partnership and trusting to stakeholders (government, communities and business partners). HalQua offers refill drinking water products with better quality and hygienic standards than those currently available in the Halmahera Islands. To realize WIKA's commitment in partnership with stakeholders, the company implemented the triple bottom concept of "profit, people and planet" which is part of 17 Sustainable Development Goals (SDGs). The company refers to SDGs 6, which seeks to help improving life standards of the people of Halmahera through the ease of access to clean water and preservation of raw water sources. HalQua also refer to SDG’s 8 with efforts to improve business skills and local business improvement. The company’s mission are providing hygienic, healthy, fresh and affordable refill drinking water for Halmahera people; participate in creating jobs for the people of Halmahera and providing clean water for the people of East Halmahera; last HalQua mission is to maintain the sustainability of raw water sources by ensuring catchment and catchment areas. HalQua has 230 Refill Drinking Water Depots spread all over North Maluku including Halmahera with percentage achievement target the amount of drinking water under supervision by the government amounted to 20.2% in 2028 and manage 11 water sources that will be used as raw materials for clean water and maintain the stability of their supply. First social impact and measurement, HalQua will train 230 local people as educated partners in the refill drinking water business. For the second ones is to install eleven water treatments to provide clean water for local people in East Halmahera. To achieve our objectives, HalQua need as much as IDR 5 billion for initial investment. All capital will be funded 100% by outsource companies, which sourced from CSR fund reserves, this investment will be used for and will be paid back from the cash flow of the business in less than five years. With this investment, HalQua can expect a positive NPV with 29.57% IRR. Total Social Return on Investment of HalQua is 29:1 and The Social Purpose Value of this business reaches IDR 581,63 billion.
