Abstract

The demand for electricity in Indonesia will continue to grow every year triggered by population, welfare, and economic growth. There is 9.2 % p.a. electricity demand growth, while electricity supply only grows at 6% p.a. PT. Perusahaan Listrik Negara (PLN), one of state-owned companies, is appointed by government of Indonesia to provide electricity for the population. To fulfill the demand of electricity PLN develops its own power plant or purchase electricity produced by privately owned power plant companies. PT. Bio Elektra Lestari (BEL) will develop King-Grass based biogas power plant. King Grass has been known as a very versatile grass that can grow very well in Indonesia. The company will develop several biogas power plants in several locations which have electricity deficit issue. The company will sell the electricity to PLN via Power Purchasing Agreement (PPA) multi years and PLN will then sell it to its end customers. Aside from electricity, the company will also produce residual products in the form of solid and liquid fertilizer. Small part of the fertilizer is allocated for internal use as organic fertilizer and the rest will be sold to farming and plantation industry as additional income for the company. In accordance with Ministerial Regulation No 31 Year 2009 on electricity price produced by renewable based power plant (other than oil, gas, and coal) belongs to private company, Kalimantan is the right target location due to its higher selling price possibility to PLN and also wide flat area of land that best suit for King Grass farming. This business plan timeline is not in great difference with the timeline of Power Purchase Agreement from PLN. In the first year, BEL will develop power plant in Sangatta, East Kalimantan and increase its capacity by developing another power plant in Malinau, East Kalimantan. To mitigate business risk, the company will establish partnership with equipment, construction and maintenance suppliers and involve them as part of investment structure. The company will also establish partnership with cooperations, as representatives of farmers who will became service providers for grass-planting, -keeping, and -reaping in the land leased by the company. Small size of electricity capacity produced, which is 2.00 MW in the first year and 4.00 MW in the fourth; high electricity price in Kalimantan, and the existence of mutually benefited partnership with suppliers, enable the company to have less than 5 years payback period, positive Net Present Value (NPV) and Internal Rate of Return (IRR) 28.0% for Most Likely scenario, which is bigger than Weighted Average Cost of Capital (WACC) of the project 13.51%. In summary, this business plan is not only allow itself as an alternative for green energy but also serves as a feasible and profitable investment plan.
